With the purchase of a Phoenix, AZ company, Bolin Laboratories, in November 1996, we acquired the capability of analyzing drinking water. We also gained a full-service microbiological laboratory.
Bolin Laboratories began using its corporate name "Legend Technical Services of AZ, Inc." in January 2001. This operates as a separate corporation and has a second office in Tuscon, AZ.
Analytical Laboratory Capabilities
We added an analytical chemistry laboratory in 1992. Certified by numerous state regulatory agencies, it provides analytical services in industrial hygiene and environmental testing, construction failure testing, and manufacturing control. Detailed capabilities include:
- Microscopic identification of asbestos in building materials (NIST NVLAP Accredited for PLM Bulk Analysis)
- Gas chromatographic capabilities for analysis of volatile organic components in air, water, soil, and sludge, PCBs in transformer oils and environmental supplies
- Liquid chromatographic capabilities to analyze nonvolatile compounds such as pesticides, polynuclear aromatics, specialty IH analyses
- Infrared spectometry to identify composition of unknown materials such as components of waste streams, plastics, etc.
- Atomic absorption spectometry and inductively couples plasma (ICP) for metals determination
- Mas spectometry for identification and confirmation of organic compounds in indoor air quality samples and environmental samples
- UV/Visible spectometry for colorimetric determination and method development
- Ion chromatography for anion determination

Our Consulting Capabilities
Our AHERA accredited personnel, including inspectors, management planners, supervisors, and designers have completed over 10,000 asbestos-related projects, including building surveys, risk assessments, operations, and maintenance plans, abatement design, on-site air monitoring, and project supervision. Project design is supported by CAD in-house operations using AUTOCAD LT 2020.
We are familiar with databases, including the ADAM database and the State of Wisconsin's in-house database for hazardous materials inventory. Our work has included data entry into these databases as well as other client custom databases.
We also perform environmental audits and site assessments, prepare health and safety plans for waste site cleanups, as well as prepare health and safety programs that include: waste contingency, respiratory protection, chemical hygiene, etc. for industry and school districts, perform air quality investigations, bioaerosol investigations, and evaluate HVAC systems.
Our Consulting Services Include
- Preparing health and safety programs such as respiratory protection, chemical hygiene, hazard communication, waste contingency plans for school districts and industry
- Performing asbestos surveys and re-inspections in compliance with EPA. AHERA, and state regulations
- Designing hazardous materials remediation including asbestos, microbial, lead, PCB, and others
- Managing hazardous materials remediation including contractor selection, contracting, review of work practices, administration of the contract and final closure
- Performing indoor air quality investigations including chemical and microbiological air quality analysis
- Evaluating ventilation systems with respect to ventilation effectiveness, degree of contamination, operation, etc.
- Performing industrial hygiene surveys of facilities
- Emergency response to air quality concerns
- Reviewing plans and specifications from schematic design through final construction documents for air quality concerns such as adequate point source ventilation, diffuser distribution, appropriateness of diffusers selected, make-up air, etc.
